Preheat your oven to 180°C (350°F).
Peel and grate 2 medium-sized apples.
In a pan, heat 1 tablespoon of ghee on medium flame.
Add the grated apples and sauté for 5-7 minutes until they soften.
Add 1/4 cup of jaggery and cook until it melts and blends with the apples.
Add 1/2 teaspoon of cardamom powder and mix well. Let the mixture cool.
In a mixing bowl, combine 1 cup of whole wheat flour, 1/4 cup of semolina, and a pinch of salt.
Add 2 tablespoons of ghee and mix until the mixture resembles breadcrumbs.
Gradually add water to form a soft dough. Cover and let it rest for 10 minutes.
Divide the dough into small balls and flatten each ball into a small disc.
Place a spoonful of the apple-jaggery mixture in the center of each disc.
Carefully fold the edges to form a modak shape.
Place the modaks on a greased baking tray.
Bake in the preheated oven for 15-20 minutes or until they turn golden brown.
Allow the modaks to cool slightly before serving.
